The Executive Council (EC) of SPM-NIWAS shall be vested with the overall day to day management of the Society. The first Executive Council (EC) shall consist of the following members:
1) Secretary, DDWS, MoJS, Government of India - Chairman
2) Additional Secretary (Water), DDWS, MoJS, Government of India - Member
3) JS & FA, DDWS, MoJS, Government of India - Member
4) Joint Secretary (SBM), DDWS, MoJS, Government of India - Member
5) Principal Secretary, PHED, Government of West Bengal - Member
6) Advisor (WR), NlTl Ayog, Government of India - Member
7) Chairman, CGWB, Faridabad - Member
8) Additional Adviser, DDWS, MoJS, Government of India - Member
9) Representative of MoH&FW, Government of India - Member
10) Three International/ National Level subject matter specialists - Co-opted Members
11) Director, SPM-NIWAS - Member Secretary
The President of the BOG is empowered to modify the composition of the Executive Council of the Society at any point of time.
The meeting of EC shall be convened by the Member Secretary preferably once a month. Every meeting of the EC shall be presided over by the Chairman. In the unlikely event of absence of Chairman, the Chairman shall nominate any of the members who will preside over the meeting.
Notice of meeting shall be issued by the Member Secretary of EC, after seeking date from Chairman of the EC.
The quorum for the meeting shall be presence of at least thirty percent of the members of the EC, excluding co-opted members. Should a person who is a member of EC be unable to attend a meeting of the EC, a substitute may not be nominated by him.
All matters will be decided by majority, each member including the Chairman of the EC shall have one vote. In case of “tie”, the Chairman will have a casting vote. However, the Chairman may exercise veto power in the interest of the Society. Co-opted members will not have a vote.
The Chairman of the EC shall have the following powers and functions:
i. EC will take decisions on day-to-day working of SPM-NIWAS which may be referred to it by the Director, SPM-NIWAS or by the President of the Society.
ii. The Chairman shall preside over the meeting of the EC
iii. The Chairman shall exercise all such powers that may be delegated to her/ him by the BOG of the Society or by the President of the SPM-NIWAS or by the Chairman of the EC.
iv. The Chairman may further delegate those powers, as she/ he thinks appropriate, to the Director, SPM-NIWAS for proper functioning of the Institute. The BOG will be kept informed of all such delegations.
